I am the director of AppalReD Legal Aid, which is one of Kentucky’s four legal aid programs. AppalReD Legal Aid provides free civil (not criminal) legal aid to low-income individuals in 37 eastern and south central Kentucky counties. We currently have offices in Barbourville, Richmond, Prestonsburg, Jackson, Hazard, Somerset and Columbia. We actually have two additional offices in Pikeville and Harlan but due to budget cuts, we are regretfully closing those offices.
Our work and efforts start with our clients and casework, as we offer free legal aid to more than 225,000 local people and handle over 7,000 cases per year. AppalReD’s work is vital as we help stop domestic violence and secure child custody rights, protect families and their homes and savings accounts from scam artists, and we secure public benefits and uphold labor laws, thereby enhancing health care and increasing family income. We also represent those who qualify in cases involving foreclosures/unfair loans, landlord-tenant, public housing, consumer protection, family law, black lung, Social Security, veterans’ rights, bankruptcy, tax issues and more.
With all the good that AppalReD has done and continues to do for local people and our communities, we are far from providing full access to legal help for those who need it. While we hold the key to access to the courts for many residents who otherwise could not afford an attorney, our efforts to do so have taken quite a blow in light of the federal sequestration and other federal and state budget cuts. Right now, we basically have 20 attorneys trying to cover cases in 37 counties and hundreds of different courts. We will continue to do our level best to meet the legal needs of the low-income in our service area, but there may be services that are more limited as a result of our financial constraints.
