PRESTONSBURG – Emergency medical personnel received a call on Thursday, Sept. 15 about an accident that had occured on on Kentucky Route 302 near Jenny Wiley Marina. Upon arrival at the scene of the accident, police found Shawn Howard, who informed them someone had run him off the road.
Howard had blood shoot eyes and slurred speech. After Howard failed a field sobriety test, police placed him under arrest for DUI. While attempting to handcuff Howard, he became disorderly and started resisting arrest.
Howard hit Prestonsburg Police Officer Ralph Frasure in the leg, knocking him to the ground. Frasure and Prestonsburg Police Department Lt. George Tussey managed to take Howard to the ground to get him under control and handcuffed.
Howard was arrested and charged with operating a motor vehicle under the influence of alcohol or drugs, no registration plates, failure of non-owner operator to maintain required insurance, resisting arrest, assault- third degree on a police officer and disorderly conduct. Howard was transported to the Floyd County Detention Center.
Howard was released on $2,000 cash bond on Friday, Sept. 16. Howard was ordered to report to pretrial services for supervised release.
