PRESTONSBURG — The Prestonsburg City Council is moving forward with plans to annex roadways around the city, following the passage Monday night of two ordinances.

The council voted to signal its intent to annex Route 321 and associated rights-of-way to Bays Branch, near Highlands Regional Medical Center, as well as Route 302, from the Lancer stoplight to the current city limits near Jenny Wiley Theatre.

The vote did not come without some questions, however, as Councilman B.D. Nunnery wondered if annexing the roads would “diminish city resources,” primarily in the areas of police and fire coverage.

“I feel like we’ve kind of rushed into annexing these roads,” Nunnery said.

However, Fire Chief Bobby Carpenter and Police Chief Mike Ormerod said the ordinances under discussion would not place additional strain on their departments, and the council approved the ordinances.

Monday’s approval only signals intent and does not finalize the annexation. The city must still wait 60 days before passing another series of ordinances to complete annexation.

In other news, Ormerod approached the council about the need to replace the city’s 911 system and software, noting that the manufacturer of the city’s current system is no longer in business.

Ormerod presented the city with specifications on two systems, before recommending that the city purchase the Moducom system. He said that by financing the purchase over a three-year period, the city would pay practically the same amount per month as it is spending now.

The council voted to accept Ormerod’s recommendation and to place a service contract for the new system up for bid. Ormerod said only two companies in the area — Big Sandy Two-Way Commications and Highland Communications — could provide service on the Moducom system.
