Betsy Layne High School junior Allissa Moe was awarded the 2014 Congressional Art Competition runner up prize for her work, “Rise Above It.” The work is a pencil drawing of Dr. Martin Luther King, Jr., standing before his “I Have a Dream” speech. Allissa is the daughter of Thomas and Dorian Moe of Harold.
